centum; for Public Instruction (Votes 14 and 15), 3 per centum; and for General Administration (Votes 3, 4, 5, 6, 8, 9, 10, 20, 21, and 22), 9 per centum; while 6 per centum remains for non-effective charges (Votes 1 and 2).

Turning now to the financial position disclosed by the Estimates it is satisfactory to note that the revised estimate of Ordinary Revenue for the current year exceeds the original estimate by $55,083 in spite of the sum of $87,000 having by mistake been twice entered in that estimate as explained in my Despatch No.335 of the 3rd September. 35084

The revised estimate of Ordinary Expenditure is less than the original estimate by $166,248. The high rate of exchange that has obtained during the year and savings on various items of the Sanitary Department Vote due to comparative immunity from Plague are the principal factors that have contributed to this result. Land sales are expected to realise $100,000 more than the estimate, while the expenditure on Public Works Extraordinary is estimated to exceed the original estimate by $260,944.

The net result is that a surplus of $60,387 is anticipated, in addition to the estimated surplus of $76,959 on the original estimates for the current year. The two sums together make $137,346 which with arrears for 1904 less the balance of liabilities of $62,711 with which the year was entered upon, will give a balance of Assets on the 31st of December, 1904, of $207,635.

12.

In the Estimates for 1905 the Ordinary Revenue is expected to exceed the revised estimate for the current year by $435,220, and the Ordinary Expenditure to exceed the revised estimate for the current year.
